Fix strange issue with ParameterValidator settings

When imported at top-level, `settings` was a Python module, rather than a Django
settings object. Not sure why.

Remove CONSERVANCY_SECRET_KEY

Use SECRET_KEY instead to minimise use of non-standard settings.
